What is the Equivalency Certificate?
International students who have earned the right to final registration at our university and who graduated from secondary education institutions abroad are required to certify that their diplomas are equivalent to the diplomas of secondary education institutions in Türkiye and to submit this certificate to our university during the final registration.
The equivalency procedure is carried out in provincial directorates of national education in metropolitan districts with a population of 250,000 or more within Türkiye, and in education counsellorships or attaché offices abroad. Students who graduated from schools opened abroad by the Republic of Türkiye and those coming from the Turkish Republic of Northern Cyprus are not subject to the equivalency procedure.
The equivalency procedure is carried out through the e-Equivalency Module (the system where equivalency procedures are conducted electronically and information is stored) with the originals of the applicant’s documents at equivalency centers. Students are required to apply for the equivalence certificate in person. Before applying for equivalence, international students must have a valid residence permit or a student visa.
Important Steps to Be Completed Before Applying for the Equivalence Certificate

Apostille Procedures: Your high school graduation documents must be apostilled. An apostille is a certification system that verifies the authenticity of a document so that it can be legally used in another country. You can find the list of countries that issue apostilles here. The apostille procedure for your high school graduation documents must be completed in your home country before coming to Türkiye. For internationally recognized diplomas (Cambridge, IB Diploma, Matura, Baccalaureate, etc.), approval by the Ministry of Foreign Affairs/Ministry of National Education or an Apostille is mandatory.
Residence Permit: If you did not come to Türkiye with a Student Visa, you are required to obtain a residence permit in Türkiye before applying for the Equivalence Certificate. Students who arrive in Türkiye with a Student Visa can apply for the Equivalence Certificate with their passports.
Steps for Applying for the Equivalence Certificate
- All required documents for the Equivalence Certificate application must be fully completed.
- You can upload your documents through the e-Denklik Module and book your appointment.
- After completing your e-Denklik application, on the appointment day you must prepare the originals and photocopies of your documents in a special transparent-covered file.
- On the day of your appointment, you must go to the Bayburt Provincial Directorate of National Education with your documents.
Applications must be submitted in person by the applicant or by their legal representative. After the documents are reviewed, the file (with its transparent cover) is submitted to the Document Registration Unit for processing.
Following the review by the relevant experts, the Equivalence Certificate is issued for eligible applicants. (If all documents are complete, the Equivalence Certificate is usually ready within 14 days. However, if any documents or apostille certifications are missing, the process may take 1–2 months depending on the completion of the required procedures.)
The original documents submitted during the application are stamped as “Reviewed” and, together with the Equivalence Certificate, are returned in the transparent-covered file to the applicant or their legal representative against signature.
- Once approved, your Equivalence Certificate can be downloaded in PDF format through e-Denklik or e-Government (e-Devlet).
- After obtaining the Equivalence Certificate, you are required to submit both your certificate and the originals of all your high school documents to the International Relations Office of Bayburt University.
Who Does Not Need the Equivalency Letter?
- Turkish Republic high school graduates
- Turkish Republic of Northern Cyprus (TRNC) high school graduates (excluding Cambridge curriculum)
- Turkish Maarif Schools graduates
- Graduates from schools opened abroad under the Ministry of National Education of the Republic of Turkey, with the Ministry of National Education (M.E.B.) seal on their diplomas
If the documents are found to be forged or altered, the equivalency will not be granted by the equivalency center, and if already granted, it will be cancelled, and a criminal complaint will be filed with the Office of the Chief Public Prosecutor.
